Job Development Authority
 
Job Development Authority Fund was established in 1993 and is authorized by the ND Century Code. The purpose is to provide incentives to businesses that desire to expand or to locate in the Ashley trade area. The primary purpose of this fund is to create new jobs; save existing jobs; expand the local tax base; increase capital investment; improve the entrepreneurial climate of the region; and to generally expand the primary sector financial base of the area. Generally, JDA funds will be used to develop private enterprise. Non-profit organizations will be considered for these funds only under the most unusual circumstances, and only when it can be determined that the non-profit venture meets the general purpose for which the fund was established.
 
The JDA Fund Committee accepts applications and processes them for the administration of funds for this programs. It is important that the process is comprehensive enough to protect the community interest, but streamlined enough so as not the discourage potential applications from seeking financial assistance.

Opportunities, Inc.
 
This organization was established in 1969 as a North Dakota corporation that would utilize membership share funds to help fund economic and community in Ashley. There are 100 shares sold originally at $25.00 per share. There are currently about 30 to 40 active shareholders. The fund from the shares were invested in the Ashley Community Endowment Fund.
 
Opportunities, Inc. has been instrumental in helping fund such projects as TechLink, Ashley Motel, Blumhardt's, Link's True Value and many other businesses. The funds for this organization are of two types. There are loans available, and also grant funds which are distributed through an application process. The governing board is made up of nominated local people who oversee the fun and approve grants and loans.
 
If you are interested in helping support this organization, you may purchase shares at $25.00 each. These shares will be used to promote economic and community development in Ashley.
 
Ashley Community Endowment Fund
 
The Ashley Endowment Fund is currently located under the auspices of the North Dakota Community Foundation organization. This foundation was organized in 1976 and is a non-profit, tax-exempt corporation that receives and distributes charitable funds. These funds help to support programs which benefit Ashley. The Ashley Endowment Fund is actually managed by the foundation organization, but the local Opportunities, Inc. share funds, donations and a large donations from the Centennial committee. There have since been some matching funds that have been provided to increase the fund. The endowment fund has helped to further promote economic and community development in Ashley, and is an invaluable resource for out community. Several business projects have benefited from this fund which include TechLink , various community beautification projects and more.
